You can also file by mail by sending the completed Certificate of Organization, Docketing Statement, and a copy of your proof document to the PA Department of State. Do not include payment for the filing fee if claiming the exemption.

What Is Not Waived

The veteran exemption covers the state LLC formation fee only. You’ll still need to account for:

  • Annual Report fee — $7 per year, due September 30, starting with your first report after formation (LLCs formed in 2025 owe their first report by September 30, 2026)
  • Registered agent fees — If you hire a commercial registered agent service ($49–$150/year), that’s a private cost not covered by the exemption
  • Operating agreement — If you hire an attorney to draft one, their fees apply
  • Business licenses or permits — Local and state licenses vary by industry and location
  • EIN application — Free directly from the IRS
